Excerpts from the Maurice E. and Martha Müller Foundation framework agreement

Excerpts from the framework agreement between the Maurice E. and Martha Müller Foundation (MMMF) and the Public Sector (City, Canton and Civic Community of Bern) are given below:

I Preamble
The parties hereby declare their intent to build and operate a Museum dedicated to Paul Klee.

The main objective of the parties is to provide the optimum conditions for the presentation, mediation, research, preservation and safekeeping of Paul Klee’s oeuvre.

The Museum itself is to meet the highest criteria in terms of architecture and urban planning.


II Execution of the Paul Klee Museum
Project Management

The planning and construction of the Paul Klee Museum is the responsibility of the Maurice E. and Martha Müller Foundation under private law, in close co-operation with the Canton, the resident community and the Civic Community of Bern.

The cantonal and municipal authorities are to provide the necessary assistance at no cost, particularly during the planning and building approval phases, in order to ensure that the Museum is completed as quickly as possible.

Financing
The Maurice E. and Martha Müller Foundation is to finance the project evaluation, planning and construction of the Paul Klee Museum.

Maurice E. and Martha Müller are to make available, free of charge, the land required for the construction of the Museum.

The transport facilities (in particular car parks, streets, footpaths, public transport, motorway crossings) are to be financed by the public sector.

The public sector is to provide any land required for the Museum free of charge.


III Operation of the Paul Klee Museum
Museum operations

The operating costs for the Museum are to be covered by the Canton of Bern and the resident community of Bern.

The Civic Community of Bern and the spouses Prof. Dr Maurice E. and Martha Müller are not obliged to participate in the operating costs.

Accordingly the financial basis for the running of the Paul Klee Museum (…) is to be made up of (at least) the Canton of Bern and the resident community of Bern.

Contribution by the Civic Community of Bern
The Civic Community of Bern envisages a contribution of around 20 million Swiss francs – for example in the form of an appropriated fund or foundation – for the purchase of art objects, the staging of temporary exhibitions, and for supporting projects (research, etc.).


IV Maurice E. and Martha Müller Foundation
Founding and purpose (excerpt)

The Maurice E. and Martha Müller Foundation wishes to lend a cultural focus to and in Bern; its purpose is as follows:

The purpose of the Foundation is to sustain the cultural legacy of Paul Klee by building a Paul Klee Museum complete with research facility at Schöngrün (Bern) (…).

The Foundation is exclusively non-profit making.
