From building category plan to zoning plan

The Glossary explains the terminology used to enable a better understanding of the zoning plan and the municipal submission relating to the new zoning plan for the Zentrum Paul Klee/Schöngrün.

Terminology from the City of Bern Planning and Building Law

Zoning plan
The City of Bern zoning plan consists of the utilisation zoning plan and the building category plan. Together with the Building Regulations it constitutes the basic building law regulations for the City of Bern.

Zone utilisation plan (NZP)
The zone utilisation plan specifies the permissible type of use for a particular land area.

Building category plan
The building category plan uses building categories (number of storeys) to specify the admissible extent of use.

Land building regulations (UeO)
The land building regulations consist of a land building plan complete with a set of regulations. They regulate the details of the building design of specific land areas beyond the scope of the basic regulations. As special regulations they take precedence over the basic regulations.

Open space a (Fa)
Reserved for recreation areas such as parks, playgrounds and similar. Only buildings designed specifically for this purpose are permitted.
 
Open space b* (Fb*)
Set aside for private buildings and installations of public interest (e.g. sports facilities, museums).

Residential zone a (Wa)
Set aside for residential living; the maximum admissible share of non-residential utilisation is 10 per cent.

Park area (GF)
Park areas define the layout of the City and its districts. Only park area management buildings may be erected on these sites. Underground buildings are permitted, provided they do not affect the purpose of the relevant park area.

Noise sensitivity levels (ES)
These levels specify the limit values to be observed under noise abatement regulations.
