Zoning plan Reclassification as open land areas Fb* (western portion) and Fa (eastern portion) is necessary because the large plot of land owned by the City lies essentially in the agricultural zone while the plot of land owned by the Maurice E. and Martha Müller Foundation is in the residential zone.
Noise abatement regulations Noise abatement regulations ensure that the district is protected from motorway noise. Noise protection for the district and the park areas is to be achieved by the structure of the Zentrum Paul Klee and the appropriate landscaping (earth embankments).
The zoning plan is subject to the referendum (see municipal vote of 3 and 4 March 2001). Land building plans approved by the City Council in advance were drawn up for the extension and remodelling of Schosshaldenstrasse.

Section 1 Scope Zone regulations apply to the area delimited in the zoning plan.
Section 2 Relationship with basic regulations
- Residential zone Wa (yellow), open land area Fa (light green) and park area Gf (dark green) are subject to the relevant provisions of the zone utilisation plan and the building category plan.
- Permission is granted to build an access road to Hesseweg in open land area Fa.
Section 3 Zone for private buildings and installations of public interest Fb*
- Zone Fb* (grey) comprises plots of land for museums, archives, libraries, school and administration buildings, and restaurants.
- Buildings are subject to a maximum elevation of 18 m.
- The maximum utilisation coefficient is 0.5
- A maximum of 100 parking spaces for permanent use by motor vehicles are to be created. If a museum is erected, an additional 100 provisional parking spaces may be created during the first seven years of the museum’s opening. The parking spaces are to be managed and made accessible from Schosshaldenstrasse.
Section 4 Noise abatement
- The area specified in the zoning plan is subject to noise sensitivity level ES III.
All other areas are subject to ES II.
- To provide protection against excess noise, measures are to be adopted in Zone Fb* for noise-sensitive uses (viz. Section 2 Para. 6 and Section 42 Para. 1+2 Noise Abatement Regulations (LSV)) in order to achieve the following difference in noise levels between the noise source and the noise-sensitive uses:
For school premises, residential premises, etc.: min. 35 dB(A) in ES II, min. 30 dB(A) in ES III. For other noise-sensitive uses: min. 25 dB(A) in ES II, min. 30 dB(A) in ES III.
- The noise abatement for the existing Zone Wa must not be reduced as a result of new buildings and landscape changes. Future measures are to provide at least as much noise abatement effect as existing measures.
Note The cantonal building inventories retain their validity.
